The Object 416 is a Tier 8 Soviet Medium tank on the Tech Tree en route to the K-91. It's got pretty good mobility, very good camo, and good view range. Even the stock gun is pretty good and 54,000 XP later you can upgrade to the Tier 9 gun which is quite good.
However...the armor isn't great. It's very sloped, and the Obj 416 is VERY low slung, but not super thick. Lots of stuff can pen you without a lot of difficulty; especially higher tier tanks. Perhaps most frustratingly is the gun platform. You have 3 degrees of gun depression, which is practically none, and maddenly the turret only rotates 90 degrees in either direction. With a rear mounted turret I like to be able to back around a corner so I expose as little of my tank as possible. With the Obj 416 you have to round the corner with your big, long, lightly armored, nose and when you get there you still have to be aware of your turret traverse limitations.
The 416 is a decent side-scraper, for a MT, but its limitations (especially gun depression and turret traverse) are a real liability on some maps.
For equipment it's a pretty easy decision - you're going to want the top everything; even the radio (because it's lighter). There's only one engine to choose from, and you can get all the modules without upgrading the tracks (in fact, unusually, the top modules are lighter than the stock ones) BUT...
...if you want to mount equipment like vents, vstabs, or a gun rammer and you'll need the tracks - at least if you keep the stock modules on.

I don't love the Obj 416. It's not bad, but I too often find myself bumping up against its limitations. I end up having to play it mostly as a TD. Next tank on the tree is the Obj 430 II, which I fear will be just about as frustrating.
