The tier 6 premium LT the Type 64 is widely considered to be one of the most powerful tanks in the game, tier for tier. Why? Because it comes from the days when it could face tier 9 or 10 tanks and because it's a premium it was untouched in the 9.18 light tank apocalypse.

Equipment
Since it's a premium tank you don't really get any choice of the fixed equipment - there's no upgrading.
Additional Equipment
I use my standard light tank loadout on the Type 64 with one small exception. Since it has an open-topped turret you can't mount ventilation on it, so I run the Type 64 with Coated Optics, Rammer and Vertical Stabilizer.
You could run binocs and/or camo net, but I don't recommend it. The Type 64 is a good combat scout and should be active instead of hiding in a bush 440m away.
Crew
Type 64 has a 5-man crew and it's a good crew trainer for the Chinese light tank line. On light tanks I prioritize view range and camo so I use:
- Commander: Recon, which I'll reset when it reaches 100% to 6th Sense, then restart Recon. After that I'll likely start camo.
- Gunner: Camo and then Snap Shot.
- Driver: Camo, and then either Smooth Ride or Off-Road Driving.
- Radio Operator: Situational Awareness, then Camo
- Loader: Camo, then Repairs. At some point I'll reset him and switch a 100% skill to the Safe Stowage perk.
Once I have everybody working on their 3rd skill I may reset them all and switch one skill out to BIA (so Commander has 6th Sense and BIA to 100%).
Performance
Did I mention that it's good? It is. That said remember that it's a tier 6...so you want to compare it to other tier 6 tanks.
Gun Handling
The gun handling on the Type 64 feels better than the stats suggest. The shell velocity on the AP rounds isn't very good, though that doesn't seem to be a big problem. Penetration and alpha are comparable (slightly worse, actually) to the 59-16, which is actually quite good.
Ultimately the DPM is solid, even though the accuracy is a little sloppy.
Scouting
View range is a best-in-class 390m and the camo is fine. With a good crew it's hard to beat it for scouting at tier 6 though it is a bit large.
Survivability
It's a light tank, so the armor isn't really there and it has a very average amount of health. Smart enemies will load HE for you...just try not to get shot.
Mobility
The Type 64 is comfortable to drive, but doesn't feel quite as fast as its stats suggest, in my opinion. The top speed is easily best-in-class at 72.4. The reason it doesn't feel fast is that it's got easily worst-in-class power/weight at 21.98. Compare that to the T21, which is not considered speedy, which has a power/weight of 26.24.
The hull traverses well, so turning is not an issue. The turret doesn't traverse that well, by the way, so you'll want to traverse the hull too if you need to whirl around quickly to get a shot off.
